Minutes of 24th General Meeting of the International Go Federation Date: 15:30–17:00, Monday, 23rd May 2005 Venue: Aichi Prefectural Gymnasium, Nagoya City, Aichi Prefecture, Japan AGENDA 1. Opening of the 24th General Meeting. 2. Commemorative address by the Chairman, on the late Mr. Matsuo Toshimitsu and Mr. Masao Kato, Presidents of the IGF. 3. Election of President and two Directors Mr. Norio Kudo is standing for the presidency. The terms of two directors end this year. Ms M. D. Puerta, director currently serving, and Mr. Kazunari Fujisawa, as successor to Mr. N. Kudo, are standing for these posts. 4. Report by Mr. Erik Puyt, Vice-President, on the current situation of the “Intellympic Games” project (“IG” project), including the results of the recent meeting among the four mind-sports federations (FIDE, WBF, FMJD and IGF) held in Berlin on 19th April and the proposed creation of the World Mind Sports Confederation by the above-mentioned four federations. 5. Reconfirmation that the IGF wishes to pursue the IG project under the framework as intended by the “Declaration Concerning the Founding of the World Mind Sports Confederation (WMSC)” attached herewith and confirmation that the Board of Directors is authorized to make any decisions and take any actions necessary to pursue the above-mentioned objectives, such actions including the preparation and ratification of the statutes of the WMSC, etc. (The Board of Directors or the IGF Office shall report to the IGF members on such decisions made or such actions taken whenever it deems necessary or is requested to do so.) 6. Remarks by Mr. N. Kudo on the necessity to raise special funds to support the initial activities for the “IG” project from IGF members who can afford to contribute. 7. Affiliation of the Azerbaijan Go Association, the Bulgarian Go Association and the Cyprus Go Association to the IGF. 8. Expulsion of the Go Club of the Philippines. 9. Operations Report and Financial Report for 2004 and Operations Plan and Budget for 2005. 10. Election of Auditors for 2005. 11. World Amateur Go Championship in 2006. 12. Other. He made an opening address, welcoming the WAGC participants from 65 countries. As these participants had already been introduced to the parties concerned on several official occasions, the chairman then introduced the directors and the proxies to the attendees of the meeting, including Ms. Maria Dolores Puerta of the Iberoamerican Go Federation and Mr. Kazunari Fujisawa of the Japan Go Association who are standing for directorship. Next, the chairman proposed to offer a tribute to the late Mr. Matsuo Toshimitsu and Mr. Masao Kato, Presidents of the IGF. A silent prayer was then held. Item 3 – Election of President and two Directors (a) President After the death of Mr. Masao Kato, President of the IGF, the post was left vacant. Mr. Norio Kudo, successor to Mr. M. Kato at the Japan Go Association as Acting Chairman of its board, had been recommended by the IGF board as the candidate for President, and there was no other persons running for the office. He was elected by the meeting. (b) Directors The term of office of Ms. Maria Dolores Puerta ended in June 2005. She intended to run for the new term. Mr. Kazunari Fujisawa was standing for the post of director vacated by Mr. Kudo. The Board of Directors’ meeting had accepted these candidatures for the term 2005-2007. The above persons were elected by the meeting. The chairman reported that Ms. Yukari Umezawa, a member of the Japan Go Association, was to be appointed by Mr. Fujisawa as the Assistant Office Director, if he were elected as Director. This was reconfirmed at the meeting after his election as director. Item 4 – Report on the results of the recent meeting among the four mind-sports federations Mr. Erik Puyt, Vice-President, who, together with Mr. Martin Stiassny, a European director, and Mr. Riichi Yamamoto, attended the above-mentioned meeting and the other preliminary meetings related to it held on 18th , 19th and 20th April 2005 during SportAccord, the convention of the world’s sports community held by GAISF and IOC, reported on this item. The attached documents (Declaration Concerning the Founding of the World Mind Sports Confederation, Minutes of the Constitutive Meeting of the WMSC, Summary of the Statutes of the WMSC) were the direct products of these meetings. (Note: The World Mind Sports Confederation or its abbreviation WMSC has now been changed to the International Mind Sports Association or the IMSA with the concurrence of all the parties concerned. Hereinafter the abbreviation IMSA is used.) Item 5 – Intellympic Games (a) It was unanimously reconfirmed that the IGF wishes to pursue the project of the Intellympic Games (1) under the framework as contemplated by the Declaration Concerning the Founding of the IMSA. (b) It was confirmed that the Board of Directors is authorized to make any decisions and take any actions necessary to pursue the objectives as contemplated by the Declaration Concerning the Founding of the IMSA. (1) After a recent contact with the IOC, it was recommended by the IOC that the name ‘the World Mind Sports Games’ be used instead of the ‘Intellympic Games’. We have taken it as a positive indication shown by IOC concerning our project. Item 6 – Necessity to raise special funds to support the activities of the IMSA It was remarked by the chairman that in order to develop the project, extra funds should be raised for the initial activities of the IMSA. IGF members who can afford it are expected to make contributions for initial funds. Item 7 – Three applicants for IGF membership Three go associations, of Azerbaijan, Bulgaria and Cyprus, were unanimously approved by the meeting as the 66th, 67th and 68th members of the IGF respectively. Item 8 – Expulsion of the Go Club of the Philippines It was approved by 62 favorable votes that the Go Club of the Philippines be expelled from the IGF. Item 9 – Operations Report and Financial Report for 2004 and Operations Plan and Budget for 2005 (a) Operations Report for 2004 and Operations Plan for 2005 In 2004, the 25th WAGC was held in June in Kurashiki City, Okayama Prefecture. The other event that the IGF managed in 2004 was the 15th International Amateur Pair Go Championship held in November in Tokyo. The 26th WAGC will be held for 4 days from tomorrow. The 16th International Amateur Pair Go Championship will be held in November 2005 in Tokyo. (b) Financial Report for 2004; Budget for 2005 See Attachments ‘Statement of Income and Expenses 2004’ and ‘Statement of Income and Expenses 2005, Budget’. The amount carried forward from 2004 to 2005 is ¥3,103,996 and the budgeted amount to be carried forward from 2005 to 2006 is ¥4,090,668. To be noted is the increase of ¥500,000 in the management fee for the International Amateur Pair Go Championship. Item 10 – Election of Auditors for 2005 Germany and Korea were elected as auditors. Japan and Korea had been elected as auditors in the past. The Board of Directors considered that the selection of Japan as an auditor was not correct as it was operating the IGF, including handling the income and expenditure. Item 11 – The 27th JAL Cup World Amateur Go Championship in 2006 The 27th WAGC is scheduled for May or June 2006; details have not been decided yet. The above concluded the business of the meeting.
